A second chance that lasts

For people leaving jail or prison, the first months back in the community are critical. Without housing, treatment, and support, the risk of re-offending is high. That’s where REACH (Recovery, Employment, Addiction, and Criminal Justice Housing) comes in.

Launched in 2017, REACH is one of Utah’s most innovative reentry programs. It combines behavioral health treatment, housing, and employment support for men with substance use disorders who are at high risk of returning to jail. What makes REACH different is that it doesn’t just reduce recidivism — it restores health, stability, and opportunity.

Program Features

Safe, affordable apartments with onsite services for people living with serious mental illness, substance use disorders, or disabilities. Designed for those who cannot sustain housing without ongoing healthcare and support.

  • Residential treatment with integrated substance use and mental health care
  • Housing support and case management to prevent homelessness
  • Employment readiness and job placement to build self-sufficiency
  • Step-down outpatient care with therapy, psychiatric support, and peer recovery
  • Evidence-Based Design
  • Risk: focus on people most likely to re-offend
  • Need: target the drivers of criminal behavior
  • Responsivity: tailor services to each participant’s needs and learning style

Proven Results

  • Originally funded through Pay for Success, tying dollars directly to outcomes Exceeded recidivism-reduction targets during its pilot phase (2017–2021)
  • Expanded to 60 beds with support from Intermountain Healthcare’s Impact Investing program
  • Program reduces taxpayer costs tied to jail, courts, and emergency services
