At First Step House, the work is demanding and deeply meaningful. Every role contributes to helping people achieve recovery, housing, and stability. We hold ourselves accountable to outcomes, but we also look out for each other.
At First Step House, "We help people build lives of meaning, purpose, and recovery." Everything we do is centered around that mission, and we are looking for someone who wants their work to have a meaningful impact on the people we serve.
We are hiring a Quality Improvement Specialist – Housing to join our Quality Improvement team in Salt Lake City!
As a Quality Improvement Specialist, you'll play an important role in helping First Step House provide high-quality services while ensuring our Housing and Case Management programs remain compliant with contract, grant, and regulatory requirements.
This position focuses specifically on compliance with city, county, state, and federal housing-related funding and regulations, including programs such as TBRA, HOME, HOME-ARP, COC, FOF, SHF, PROUD, and LIHTC, as well as federal HUD guidelines.
You'll work across teams to review contracts, develop and update contract implementation guides, conduct internal audits, prepare for and lead external audits, monitor organizational outcomes, and identify opportunities to improve policies, procedures, and processes.
This is a great role for someone who loves organization, problem-solving, quality improvement, compliance, and working with people. You'll collaborate with case management and supportive housing teams, supervisors, treatment teams, community partners, government agencies, legal entities, funders, leadership, and other stakeholders.
The role requires someone who can balance competing priorities and navigate the different needs and interests of clients, staff, funders, and other stakeholders while maintaining strong interpersonal boundaries and ethical standards. You'll also provide support to administrative teams and assist with priorities from senior leadership and the Board of Directors.
You'll have the opportunity to represent First Step House at community trainings, workshops, and provider meetings; contribute to new program development; provide staff training; and support organization-wide quality improvement initiatives.
We're looking for someone who is highly organized, detail-oriented, collaborative, and confident in their communication and decision-making. You should be comfortable working with confidential and legally sensitive information and able to take complex requirements and translate them into clear, practical processes that support our staff and the people we serve.
Tired of working 40+ hours a week? Join First Step House and enjoy a standardized 36-hour work week!
This isn't a role where you're simply checking boxes or completing paperwork. Your work will help strengthen the programs, systems, and teams that directly support people in recovery and help them build more stable lives.
You'll have the opportunity to make an organization-wide impact by improving systems, supporting staff, strengthening compliance, and helping ensure that the programs we provide meet the needs of the people we serve and the requirements of our funders and community partners.
If you're organized, collaborative, curious, detail-oriented, and passionate about making systems better-and you want to be part of an organization where your work has a purpose-we'd love to meet you!

There are days that the job is hard, but I think the reward outweighs how hard the job is. The reward of seeing people smile, seeing people come to the front desk and say, ‘thank you guys for everything you do –you’ve really helped me for the day.’
First Step is a great place to come if you truly want to feel like you’re making a difference. It’s really awesome coming to work everyday knowing that I’m valued and that I’m cared for and that not just my work life is important but overall.
Not only does First Step invest so much in their clients and wraparound services to set them up for success, but they do the same with employees. They give us generous time off and really encourage good like work-life balance which is so needed in this field.
I work at First Step House because I feel valued and feel like I’m giving back to my community.
The things I like most about First Step House and my job are that I get to see clients come into the building with no hope at all, and I get to watch them go from no hope to having all the hope in the world, a place to live, a job, and having a fresh life.
If you want your work to mean something, you’re in the right place.
Join a team that shows up for each other and the people we serve.
