Finding Your Home at First Step House

We offer deeply affordable and supportive housing, from recovery-oriented transitional housing to permanent supportive apartments for people with long-term needs. Each program has its own eligibility and referral process.

Permanent Supportive Housing (PSH)

Central City Apartments

Safe, affordable apartments with onsite services for people living with serious mental illness, substance use disorders, or disabilities. Designed for those who cannot sustain housing without ongoing healthcare and support.

75 one-bedroom apartments (9 ADA accessible), fully furnished

Amenities

Community room, computer lab, exercise room, free laundry, library

Lease

1-year lease, renewable; lifetime eligibility if qualifications continue

Rent

30% of income or $25/month minimum; $700 deposit; all utilities included

Population

Single adults with PSH need, high mental health service use, SMI diagnosis, Optum Legacy Medicaid, homeless status, <30% AMI

Services

Individual/group therapy, peer support, case management, employment support, 24-hour staff, transportation, recovery meetings (voluntary)

Medina Place Apartments

Units: 40 one-bedroom apartments (7 ADA), fully furnished
Amenities: Community room, computer lab, exercise room, free laundry, library
Lease: 1-year lease, renewable
Rent: Project-Based Voucher; 30% of income or $25/month minimum; $700 deposit; all utilities included
Population: Single adults with PSH need, substance use disorder, disability, homeless status, <30% AMI

Capacity: 11 units case managed by First Step House
Eligibility: First Step House units are designated for families under 30% AMI with experience of homelessness and those under 44% AMI with special needs. Rental costs are income dependent.

Residences at Fireclay Senior Apartments

Location: 152 W 4250 S, Murray, UT 84107
Capacity: 5 units case managed by First Step House
Eligibility: First Step House units are designated for seniors 62+ under 25% AMI with experience of homelessness. Preference given to veterans. Rental costs are income dependent.

Veterans Transitional Housing

Valor House

Location: VA Medical Campus, 720 Valdez Dr, Salt Lake City
Units: 72 private units with private bath; shared kitchens, gym, laundry; two meals daily
Eligibility: Veterans (all discharge statuses), homeless or at risk, no active substance use, disclose/manage psychiatric/legal issues, no violent convictions

Transitional Sober Living

Recovery Residences

Location: Several locations throughout Salt Lake County
Capacity: 52 beds in men’s recovery residences and court-linked housing
Eligibility: Graduates of FSH treatment programs at risk of homelessness
Services: Case management, outpatient treatment, recovery support, employment services, rental assistance
Referral: Internal only; coordinated by case managers

Court-Referred Housing

FSHR House

Location: Salt Lake City (residential setting)
Capacity: 12 beds
Eligibility: Individuals referred directly from Mental Health Court
Services: Case management, recovery support, coordination with court and probation officers
Referral: Exclusive referral pathway through Salt Lake County Mental Health Court
