Our residential and outpatient treatment programs primarily serve men with substance use disorders at moderate to high risk of criminal behavior. A criminal record is not required.
Most admissions are referral-based, though self-referrals are accepted. Federal Priority Placement criteria apply. Common referral partners include:
Paperwork, clinical assessment, urine drug/alcohol screening, TB screening, medication documentation, and introduction to your treatment community.
Proof of Salt Lake County residency, ID, proof of income, health records, past treatment history, legal/court documents.
Weapons, unlabeled meds/prescriptions, gang/drug/alcohol-related attire, paraphernalia, large household items.
Recovery should never depend on your ability to pay.
We understand that treatment costs are one of your primary concerns. First Step House is committed to serving all patients regardless of ability to pay. We do our best to remove financial barriers so that you can focus on what matters most: your recovery.
We offer some of the lowest treatment costs in the nation and work closely with civic and private organizations that provide funding assistance for people with little or no income. Funding is available on a sliding-scale fee schedule based on income and family size.

If you don’t have Medicaid, Medicare, VA, or County benefits, you may still qualify for help. Clients without public benefits sometimes pay for treatment themselves or are supported by family, a faith community, or another private payer.
Outpatient treatment is usually covered in full — or in large part — by Medicaid, Medicare, or private insurance.
If a privately-funded client in residential treatment leaves within the first month, First Step House charges up to $400 for the clinical and administrative services provided at admission, less any credits that may apply. Any fees remaining after these costs will be refunded to the payer.
Privately-funded clients must keep payments current. If payment is not received on time, the client will be discharged from First Step House and will not receive a graduation certificate.
